[Tagging] Admin Boundary admin_centre or label roles

Question about admin boundary relation `role=admin_centre` when
`admin_level` = 7 or 8 (city or town).

The wiki describes admin center
<https://wiki.openstreetmap.org/wiki/Relation:boundary#Relation_members> as
a "Node representing the administrative centre (a capital, county seat
etc.), usually a town, city or village. This role is for capitals (as in
capital cities), not capitols (as in legislative buildings)."

This makes sense for `admin_level` less than 7 to have `admin_centre`, but,
what is the administrative center of a city? It seems that many cities in
OSM have assigned the `admin_centre` role to a node that represents the
city itself, but it doesn't seem to make sense that we would say that the
administrative center of the city of Boston is Boston.
I think that when dealing with city relations, the `label` role should be
assigned to the node that represents the city. I would propose that the Boston
Node <https://www.openstreetmap.org/node/158809705> should be the `label`
role for the Boston Relation
<https://www.openstreetmap.org/relation/2315704> and not be the
`admin_centre` role.

Note: Same goes for Paris <https://www.openstreetmap.org/relation/1641193>

If people agree with making a city node have the `label` role for the
city's relation, then what should the `admin_centre` of a city be? The same
as `label`? or should we remove the admin_centre for cities?

I am trying to figure out if I can create a MapRoulette challenge to go and
fix some or all of these cases, but I want to make sure that there is
consensus on how to handle this since they are admin boundaries.
