[Tagging] Admin Boundary admin_centre or label roles

My understanding is that admin_centre is for a subordinate administrative
entity that functions as a capital of sorts for the containing entity.  So
the admin_centre for Massachusetts would be the node for Boston, and for
counties that have a county seat, it would be the node associated with
whichever city/town is the seat.  For administrative entities that don't
have a boundary/capital relationship, I think the admin_centre role should
not be set.
