[Tagging] Rehabilitate payment:cards=yes?

Anecdotally in the United States, I've certainly come across businesses
that accept debit cards and not credit cards. It's usually been when the
business sells a controlled substance that's heavily taxed (like alcohol)
or legally complicated (like cannabis), but it's not limited to that.
