[Tagging] Docks - Change to use the natural/water schema?

and in my opinion it makes things worse.

I also do not consider 
"waterway=* have several water=related objects which are not        water"
as a problem.

In particular dry docks and various form of portage
( https://en.wikipedia.org/wiki/Portage ) may be considered as part
of waterways without being a water.

Yes, but deliberately introducing use of water=* for things which are not
natural=water just makes things worse without any benefit.
