[Tagging] Docks - Change to use the natural/water schema?

well, that is probably because someone based wiki page on Wikipedia 
page rather than actual use of the tag (it is a common mistake)

Also: note https://en.wikipedia.org/wiki/Dock#British_English and note
that OSM is using primarily UK meaning and spelling
