[Tagging] [OSM-talk] Good practice, and should we rely on defaults?

What we consider to be a "default" may not be so straightforward to others,
and it may even confuse them, so explicit tagging should be encouraged in
most situations IMO, and we should document implied values (like
motor_vehicle=yes on motorways) very clearly on the Wiki and elsewhere.
