[Tagging] wheelchair accessibility

I got two Streetcomplete quests near me about wheelchair accessibility that I am not 
sure how to answer.

One is a car wash.

You probably could get in with a wheelchair. But I would think that it is not very 
safe. On the other hand I always choose to stay in the car, so if you can drive a 
car, you can also use the car wash. And you can pay with mobile pay, so you would not 
have to get out of the car at all.
So can I tag it with wheelchair=yes?

The other is a church.
It has some steep steps that is not accessible for wheelchairs.
But it also has a mobile ramp that can be put on the steps for wheelchairs. And a 
button to open the door.
But the ramp is only used at services or at least if the church office is manned, and 
the church is also open outside services.
Is that wheelchair=limited or wheelchair=yes
Or could I use wheelchair:conditional=no@"outside services" or something like that
