[Tagging] wheelchair accessibility

frankly I would not add a wheelchair tag at all, it does not seem helpful.
As you say it, if you can drive a car you can use the facility, and if you
cannot you will not even be interested in knowing the accessibility details.
I would suggest streetcomplete remove the quest for car wash.
