wheelchair=yes + wheelchair:description="you don't need to go outside 
the car and mobile pay is available" + self_service=no ?

wheelchair=yes + wheelchair:description=the ramp is only used at 
services or at least if the church office is manned

limited mean that a wheelchair user is able to use the POI with a helper 
(the helper press a button, open a door, help to pass a high step)
