[Tagging] wheelchair accessibility

What would a wheelchair user do?
Trust a map?  Or phone the car wash to make sure that there are component
people at the car wash who would help him in case of necessity?

I think it would be helpful to mark the car-wash as wheelchair=yes only if
it is manned AND after checking with the car-wash personnel would and could
help in case of problems. And make sure there is a phone number.

But, really, we need some input from the wheelmap people.
