[Tagging] Feature Proposal - RFC - Cash acceptance at PoS

I see no problem with using payment:cash=yes to mark that place was surveyed
and confirmed to accept cash

(if someone things otherwise - it may be useful to comment on
https://github.com/streetcomplete/StreetComplete/issues/2704

the current round will likely not add payment:cash=yes tagging quest,
but https://github.com/streetcomplete/StreetComplete/pull/3953 will
add payment:credit_cards payment:debit_cards tagging
(quest will be disabled by default)

payment:cash is already asked by StreetComplete is Sweden
(may be disabled by default) where cash acceptance in shops
and similar is lower.
