In fairness, I don't want to characterize ISCED itself as a failure. It 
has a very specific purpose: to harmonize national educational 
statistics to aid in international development decisionmaking. I don't 
think most of us are qualified to evaluate UNESCO's success in that regard.

However, mappers have been applying ISCED classifications directly to 
individual educational facilities, and [1] would essentially make that 
the norm in Germany. I haven't seen any examples of education 
authorities doing quite the same thing at a national or local level. 
It's more common to gather data on a school's individual characteristics 
(such as an age range, grade range, or curriculum), and to classify 
standardized curricula according to localized classification systems 
that ISCED can then harmonize.

These ISCED tagging schemes aren't even "copying data that is made up by 
a 3rd party", as you put it, but rather mappers deriving this 
information themselves based on verifiable characteristics, then baking 
the derivations into the database.
