[Tagging] bicycle traffic is banned in one direction - only on carriageway

I'd interpret the two tagging schemes in different ways:

Tagging 1:
- On the right hand side there is a lane, where bicycles can go in 
either direction
- On the left hand side there is no lane, but bicycles can only go in 
one direction (opposite to the way direction in right-hand traffic)

Tagging 2:
- On the right hand side there is a lane, where bicycles can go in 
either direction
- On the left hand side no bicycles are allowed at all
