[Tagging] Meaning of access=yes on highway=footway?

This is indeed mentioned in the Wiki:

So I guess there's some precedent of both mappers using this and routers 
being confused.

The example with the stairs is quite illustrative in my eyes: Yes, 
technically it could mean that anything can now use that way, but that 
doesn't really make sense.

Personally, when tagging access restrictions from signage, I just map 
the signs onto the respective transport modes (which in Germany is 
luckily fairly straightforward).
