[Tagging] Meaning of access=yes on highway=footway?

Yes thats correct. 

A footway has implicit access tags mentioned in the wiki. The moment you
start tagging "access=*" you widen up the access restrictions.

IMHO access=* on highway=* is broken in 95% of the cases.
