these tables get the picture up to a certain point, but I guess you would agree with me that the assumption for highway=pedestrian is that there are typically exceptions (taxis, delivery, city cleaning, residents at least at certain times, maybe disabled drivers, etc.) while on a sidewalk footway or signposted footway exceptions for motor vehicles are extremely rare to almost nonexistent
