[Tagging] Meaning of access=yes on highway=footway?

really ? so if everyone behaves the same way as on a motorway passing 
through a village, it will be tag as a highway=motorway ?

if no vehicle uses a wide enough highway=*, it will be taged differently 
than if one vehicle uses it ?

the wiki page talks about 2 groups of highway according to the material 
possibility to pass or not with a vehicle.
