No. 'access' does not usurp highway=footway.

If by "primary usage" you mean 'most used by transport mode' then No, 
OSM dos not do that.
OSM tags highways by classification.

highway=track/service etc
foot=yes/designated
+ other tags to indicate vehicle restrictions.
