tag is already documented and in use, and seems not controversial,
I see no benefit from formal approval

Why? There are ticket validator without ticket gate turnstiles
( https://wiki.openstreetmap.org/wiki/File:Lille_-_Gare_de_Lille-Flandres_(13).JPG )
and ones with them.
