Depends on situation and opinion of community:
- for example if "most" is result of broken import, or single mapper:
then it definitely should be repaired and wiki not chnaged
- if community agrees that this tagging is wrong - it should be fixed
- if there is no agreement for changing: then wiki is wrong and should be fixed
(I am unfamiliar with this specific case, but in general OSM Wiki describes actual usage,
there are some cases where actual use changed, diverged from intended or
contradicts tag name)
So if primary usage of man_made=communications_tower disagrees with wiki, we
should change it. But it is not the same "majority of tagged
man_made=communications_tower objects"
