depends on the country (and maybe on the fact whether there are one or two cycleways), in any case you will have to guess :)
In Germany, implicit oneway=yes seems to make sense.

around here, cycleways tend to have 2 marked lanes (mostly they are combined unsegregated tracks allowing also pedestrians on both lanes) and oneway=no.

Maybe we should just suggest to be explicit until we have defaults established ;)
