[Tagging] oneway bike lanes and tracks

Then I agree, but what if cycleway:right:lanes
is not tagged at all?

(I would assume that it implies oneway=no)

This tag is unfamiliar to me as in Poland it is unused, 
cycleway=track is very rarely used (separate way is strongly
preferred) and in addition cycleways rarely have
marked lanes.
