[Tagging] Low Emission Zones

Low Emission Zones (LEZs) have different regulations by country. [1] I
think a simple lez=yes would be a good start to at least allow a
routing application to generally avoid them if requested by the user.
[2] The alternative would be to detail each restriction, such as what
types of fuel or engine are allowed, which would require some new
tags. A quick look at the various schemes [3] reveals a variety of
rules, sometimes quite complex.
