[Tagging] Low Emission Zones

I agree that tagging the individual ways seems like overkill. Adding just
an lez=yes makes sense to make life just a little bit easier for data
consumers. But I think it would be better to focus on how to deal with the
tagging of the exact restrictions for the zone as a whole first, and only
going down to the street level later. The LEZ rules are a mess! Even within
Belgium, the three zones all have their own rules and exceptions...
