[Tagging] "Same value of cycleway:left and cycleway:right"

Hi,
There are at least two problems when using cycleway:left=lane and
cycleway:right=lane on the same way.
When you do that on JOSM you get a warning:
"suspicious tag combination - Same value of cycleway:left and
cycleway:right, use cycleway instead "
StreetComplete also considers it as incorrect, but suggests to replace it
with cycleway:both=lane (if I remember correctly)
Problem 1)
This is not an error
There are legitimate situations where the separate tagging is correct and
necessary, for example if the two cycle lanes have different properties. In
other cases it is tagged on both sides in order to later add details like
oneway information, or surface, or width to both sides)
Problem 2)
JOSM and StreetComplete suggest two different correct mapping approaches.
Problem 3)
StreetComplete has the additional problem that the typical
armchair-street-completer easily overlooks the fact that there are in fact
two lanes with different properties.
Suggestions:
- Drop the warning in JOSM
- remove the challenge from StreetComplete
- put a paragraph on the appropriate wiki page (which page? - here are
several pages that treat that argument)
What am I missing?
