If the tagging is only cycleway:left=lane and cycleway:right=lane, then 
I can't see an problem with changing it to cycleway:both=lane or 
cycleway=lane. The same would apply if they have identical tags for all 
other cycleway:left:lane=*, cycleway:right:lane=*, 
cycleway:left:lane:*=* and cycleway:right:lane:*=* tags.

Where we have something like cycleway:left=lane + 
cycleway:left:lane=exclusive + cycleway:right=lane + 
cycleway:right:lane=advisory, it shouldn't report it as an error.

This also needs to be fixed in Osmose.

Perhaps fix the warning in JOSM so it only applies where all lane 
properties are identical?

No thanks. StreetComplete is very useful for documenting lanes with 
different properties on opposite sides of a street. How it handles 
cycleway:both=lane may need some tweaks, but it requires the user to 
select the lane type, not just the presence of a lane.

I cannot see any obvious problems with how StreetComplete tagged cycle 
lanes in this changeset yesterday afternoon.
