[Tagging] "Same value of cycleway:left and cycleway:right"

My two cents:
Allow it (Don't warn) when using the same value for :left and :right.
It makes tagging a bit easier and and still keeps it unambiguous.

FYI: I use :right and :left a lot, where I could have also used :both
because
a) I find it easier to see missing tags where conditions change (track
vs lane, width, smoothness, surface, lit, etc) as it keeps to tag
clustered together and in the same hierarchy.

b) I wrote myself a preset for tagging cycleways, which is trivial if
the tags are kept separate.

c) Expressing implied tags (:both = :left + :right) explicitly is common
practice
