[Tagging] Feature Proposal - RFC - crossing:markings

Hello all,
Thanks to all who have given constructive feedback on my proposal. I
believe we have resolved all the disagreements on the talk page, and I
would invite anyone to have a look at the current state before we start a
vote. Most notably, we collected some of the more obscure crossing marking
types and pinned down the definition of what exactly "markings" means.
Still, no other scheme is being deprecated by this.
