Then maybe tag name should be more specific?

crossing:lane_markings?
crossing:paint_markings?
crossing:legal_markings?
crossing:legal_paint_markings?

Giving crossing:markings=no to
https://wiki.openstreetmap.org/wiki/File:Azalea_City_Trail,_Alden_Ave_crosswalk_across_Williams_St.JPG
seems really weird and WILL confuse people.

Also, in Poland in some historical city centers such markings were used 
instead of paint (not entirely sure whether they are valid markings or not)
