[Tagging] Feature Proposal - RFC - crossing:markings

Thanks for pointing this out. It is a case of ambiguity which already
exists with crossing=marked/unmarked (of course no excuse for a new tagging
scheme to carry the same ambiguities of older schemes). In any case, what a
pedestrian/driver/government sees as "markings" are often 3 different
things, and I guess what one mapper's uncontrolled/marked is another
mapper's unmarked. See
https://wiki.openstreetmap.org/wiki/Tag:crossing%3Dunmarked under "tricky
cases" for some of the unresolved cases.

I'd like this to be objective as possible to avoid these ambiguities. I
guess if that means a slightly unwieldy key name, then so be it.

In terms of
https://wiki.openstreetmap.org/wiki/File:Azalea_City_Trail,_Alden_Ave_crosswalk_across_Williams_St.JPG,
they could put markings on top of the surface if they wanted to, but chose
not to.

Thanks for the name suggestions, I'll have to think about how to avoid
confusion.
