couldn't find a 'proper' way of responding in order to retain the history of the thread, even though I subscribe to the list.)
 
Under "Surface vs Markings" it looks to me as though "as a road can change markings in a variety of situations, not just at crossings" should read "as a road can change surface in a variety of situations, not just at crossings".
So I think this is just a typo, but if not I don't 
think I've understood this explanatory part of the RFC properly.
 
If I'm 
correct, better for me to raise it now, minor though it is, than during any 
subsequent voting on it.
