[Tagging] Feature Proposal - RFC - crossing:markings

I think I resolved Mateusz's concern that a change in surface being tagged
as crossing:markings=no is quite counterintuitive. I have added a
crossing:markings=surface to tag crossings which are differentiated only by
a surface.
Besides tweaking the other values, I also added that crossing:marking=*
<https://wiki.openstreetmap.org/wiki/Key:crossing:marking> (note the
singular here) should be deprecated. This page was created after this
proposal was created and 75% of the usages are values that were documented
for crossing:markings=*. The remaining values are surface colours. I don't
know whether it's necessary to "formally" deprecate it, but having both
documented would be very confusing in any case.
