[Tagging] Mapping cycle tracks as separate geometries, but still know they are tracks?

I feel like this (along with bicycle=use_sidepath instead of just tagging
the way that doesn't allow bicycles to use it bicycle=no) to be effectively
meaningless while adding complexity that could be inferred by proximity
(and possibly by name).  Seems like highway=cycleway next to a sufficiently
large road with the same name and possibly tagged bicycle=no would make it
obvious to everything and everyone what's going on there.
