[Tagging] Feature Proposal - RFC - Deprecate departures_board=realtime

What are you proposing the value of departures_board would be set to when
an electronic display is present?

Currently the departures_board contains many options with sensible meanings
whereas passenger_information_display contains only yes/no.

I currently only set departures_board on bus stops. I would have to be
convinced that any new scheme offers something better.
