passenger_information_display=yes

passenger_information_display overlaps with the meaning of
departures_board=realtime. As stated in the proposal,
passenger_information_display has ~70k uses while
departures_board=realtime has ~14k uses. The goal is to unify the
tagging.

departures_board=realtime applies to the presence of such board (you
can't assume that there isn't a realtime board if the stop is tagged
with departures_board=delay) while passenger_information_display can
apply to both it's presence and absence.

Sure, you can tag a bus stop with departures_board=delay;realtime if
it has both but let's be honest: how many programs actually interpret
semicolon delimited values and how many of them will have implemented
it for departures_board?
