I've always heard them informally called "umbrellas" or "water park
umbrellas". If someone mentioned "water mushroom" or "water umbrella" in
the context of a water park, I'd immediately understand either term.
However, out of context, I would assume the former is a variety of
mushroom and the latter refers to a waterproof umbrella, as opposed to a
parasol.

I'm almost tempted to call it an amenity=shower -- that is, if one is
expecting a chlorinated shower. ;-)
More seriously, these devices are usually part of a splash pad. There
are two common, documented tagging schemes for splash pads:
* amenity=fountain fountain=splash_pad [1] 1,355 occurrences
* leisure=playground playground=splash_pad [2] 1,083 occurrences
It seems to be pretty common to map a typical fountain as a
natural=water area with an amenity=fountain node at the nozzle(s). I see
this most often on larger ponds with multiple nozzles or a nozzle that
isn't at the center.
If this is acceptable, then one option for your example would be to map
the splash pad as a leisure=playground playground=splash_pad area and
place one or more amenity=fountain nodes inside it.
Apart from prominent water park features like umbrellas, micromapping
the layout of a splash pad or other fountain seems akin to 3D building
mapping. *ducks for cover*
