They may have 'history', but may not have 'significance'.

Disagree.

Someones deceased person will have history, but no historical significance.

Captain Cook would be a name significant to many, yet John Lambrecht 
would have very few recognize him as midshipman on HMS Adventure under 
Captain Cook. Both have 'history'
