One problem with wiki talk pages is their lack of visibility because it
is not necessarily clear which talk page is the right venue to discuss a
change like this that would have broad implications. Had this change be
proposed on the wiki talk page for "Names" it would likely have been
overlooked by many interested parties!
Of course if you are discussing something of smaller impact, like "I
would like to change the illustrations on this particular wiki page" or
so, where you are not suggsting a change in tagging practice but just an
improvement to existing documentation of current practice, that's not
something that needs to go on the tagging list.

In my opinion only a tiny fraction of OSM editors knows how to use the
wiki, and even those that do will often be entirely unfamiliar with the
way discussion is expected to be conducted on talk pages. How do I
reply? How do I quote? How do I quote two or three things from someone
else's message, replying to them individually? How do I reply to
something someone else has already replied to without my message being
mixed up with theirs? Frankly, I think only people with solid Wikipedia
experience will feel at home using Talk pages and everyone else will go WTF.
