[Tagging] changeset tag for automated/mecanical edit

mechanical=yes was added as a requirement in October 2010 by Frederik Ramm
in an older version of the page:
https://wiki.openstreetmap.org/w/index.php?title=Automated_edits_policy&diff=next&oldid=547019
So "mechanical=yes" and "bot=yes" have been recommended for almost 12 years.
