[Tagging] Two competing tags for desalination plants

Hi all
I agree on too less features to decide only on tagging establishment.
It would be useful to use water_works to not overload man_made with
features we could best describe with a more meaningful key.
water_works sounds relevant to distinguish with many other businesses
described in man_made, aren't you?
By the way, it would be interesting to have a proposal on that.
Not to mention landuse=industrial and utility=water we're currently
discussing in the utility facility proposal RFC.
