The duck tagging doctrine[1] makes me like "man_made=desalination_plant"
more. When you see a desalination plant, "man_made=water_works" doesn't
come to mind.
But the wiki says man_made=water_works is a place where drinking water is
extracted and put into the pipeline. So by that logic, desalination plants
fall in there.
Not to mention landuse=industrial and utility=water we're currently

Ok, then it seems I'll have to find a place to describe the
water_works=desalination, link them across the wiki, and acknowledge that
we have two standards.
