[Tagging] I am reverting an edit to the "Names" page on the Wiki -- where to discuss that topic

Note that only part of them discusses tagging, for example
several of them made only edits to improve clarity of file licensing
after I bothered them that file pages are not 100% clear.

Or fixed typo on a page. Or improved translation clarity.
Even people editing talk pages often do not discuss tagging.

While nearly all people posting here discuss tagging.

And we need to remember this, though often there is no better alternative.
