[Tagging] Feature proposal - Approved - deprecate, embassy=embassy

It's obvious a lot of OSM users wish that OSM had structured tagging,
along with formal policies. I wish they would band together and create
a separate map with those characteristics. Then each side could support
the map of their choice.
