I think "rules" is actually a great idea, and separate from
"advisories". The rules are things like "no motorized vehicles", "no
smoking", "you can't be hear at night", and they are, near me, something
you could be fined for, and definitely the police would tell you to
leave if someone complained.
The tick notice is just a "we are reminding you that you should pay
attention to ticks". There is no rule, and nobody could get fined. I
don't see the need to represent this in the database, while it is very
slightly possibly useful to tag the location of rules.

I think you are right about notice, and I got it wrong by following the
English meaning rather than the defined meeting. To me (native en_US),
"notice" is more informing of something important (like tick danger),
and "announcement" is more about someone posting information that they
want others to see, where the people that see it may or may not care.
So please disregard my use of notice.

I am not in favor of 3, and I have no better idea for 2. So I prefer
"=rules", but defined to be things that are actually rules, in the sense
that they in some sense have the force of law, or (US) if a private
place, basically a statement that if you violate them you will be asked
to leave.

Agreed. I only brought it up because having another tag value increases
the cases where one wants to use two values.
