[Tagging] Lifecycle of rail

Nathan’s assertions led to some confusion and my suggestions were intended to lead to some (obvious? I shouldn’t assume it is easy for all to understand with subtle nuances) “don’t do this” potential results (like access=no on rail).

I stubbed into the construction=* wiki some of the directions I saw Nathan’s questions were leading and I now see that Mateusz has brought those to life.  For this I thank Mateusz; these wiki additions are appreciated for the clarification they offer.

The tenet that I mentioned may have been poorly worded on my part and for that I apologize.  Our wiki, both in its intention and its implementation, can be complex and subtle, too.  As it attempts to be prescriptive, it is indeed the case that for any given semantic, it attempts to localize to one wiki article if possible.  In some highly complex topics (like roads, streets, highways…) we need more than one wiki article.  After all, our middle name is “street” and it makes sense we would have a lot to say about how we tag streets.
