[Tagging] Feature Proposal - Voting - boundary=forest(_compartment) relations (v3)

Hello, there.

After three weeks in RFC, the few comments have been addressed, so I assume that the proposal "boundary=forest(_compartment) relations (v3)" is ready for voting. For the record, this proposal creates a tagging scheme to map forests with delimited boundaries (which are generally named, may have many variations of leaf types and may contain non-wooded areas which are still considered part of the forest) and rationalizes the mapping of forest compartments, which is currently not standardized nor linked to the forest they belong to.
