Right now it is mapped as https://www.openstreetmap.org/way/52155957
I would propose route=ferry ferry=cable_ferry as in relevant aspects it has
properties of long distance ferry.
You may not be able to use it when ferry is not operating, you need to wait for
the time when it is leaving, there is extra time to load and unload etc.
water_crossing=cable_ferry seems problematic as it is relatively rare feature
and it will take a loooong time before it is supported if ever.
And any route=ferry use that I can imagine will scale well for cases from
road crossings to ones where travel takes 144 hours[1] and technical detail
can be specified as extra info.
