[Tagging] destination:symbol tag: country-specific symbols

many tags have initially been used without documentation, if it is done systematically like “FR:id16a” it should even be clear without further documentation, to people who know the French system, what it is meant for, but generally you are encouraged to document your tags. No documentation? Add it :)
