[Tagging] destination:symbol tag: country-specific symbols

it'sn't a namespace.
and indeed it could be a valid idea to prefix the value of the symbol 
(not a namespace) with the id of the country, unless this id is a
wolrd-wide one.

but in reality, i'm skeptical about the usefulness. let's take the 
example of speed limits, why is it necessary to say that a road in 
france has a speed limit depending on the french legislation, it is 
obviously always the case FR:rural or rural have both the same semantics
