[Tagging] Feature Proposal - RFC - Deprecated embassy=embassy

Hi Simon, thanks for your reply.
That's right, for now, the depreciation have mostly been included into tag
proposals. Most of them are implicit, but some are definitely explicit eg.
office=goverment
<https://wiki.openstreetmap.org/w/index.php?oldid=1551112#Discouraged_tags>
; water=*
<https://wiki.openstreetmap.org/wiki/Proposed_features/Water_details#Deprecation>
; hazard=*
<https://wiki.openstreetmap.org/wiki/Proposed_features/hazard#Features.2FPages_affected>
.
Therefore I don't see anything stopping us to vote an explicit depreciation.
As the proposal process is to "vote on a standard way to tag map features",
it should also be used to vote on a standard way NOT to tag features.

Also, if we want to properly deprecate some useless tags, I believe that we
should agree over its deprecation first.
For the users of the data (renders, editors, routers and more), it's a
clear sign to stop using the deprecated tag.
For the community, it's a green light for a smooth transition of tag.
